Steve grew up in the San Joaquin, Ca area. His family moved to Auberry in the Fresno County foothills in 1979, where he graduated from Sierra High School. He later returned to the San Joaquin area and went to work for James Irrigation District in 1986, as Shop Foreman and went on to become their Roving Ditch Tender.

Steve left James Irrigation in 1992 to work for Tranquillity Irrigation District, as the Superintendent. He also took the Water Treatment and Distribution System course through California State University Sacramento and went on to Pass the California State exam for Water and Distribution system operators. In 2002, Steve came to work for the Bakman Water Company and has managed the operations of the water system and construction related activities.

Steve holds a General B Contractors License, Grade 2 Treatment and Distribution Licenses, and a C34 pipeline installation License. He has worked in the Water Industry for over 30 years and has experience in operating both domestic and agriculture-based water systems. Steve now lives with his wife and two children on a small farm in the Tollhouse area where he raises sheep.
