Jose Flores is a Councilmember for the City of Clovis. He was first elected to office in March 1999 and served as mayor from 2001-2003 and 2011-2013.

He is also the captain for the Fresno County Sheriff’s Office. Jose grew up in Clovis working for his parents’ small Mexican food restaurant in Old Town Clovis.

As a councilmember, he led the effort in 1999 to pass a measure to raise funds to build a new police and fire headquarters. He has worked on the development of the Central Valley Research and Technology Park and teamed with the Clovis Unified School District to create a trained and educated work force in Clovis.

Jose has a Bachelor of Arts in Management and Organizational Development from Fresno Pacific University and a Master’s Degree in Public Administration from National University. He was honored as Top Cop by the National Exchange Club, Fresno in 1998; and awarded a Medal of Honor by the County Sherriff’s Office and Medal of Valor by the National Latino Peach Officers Association.
